REQUEST FOR PROPOSAL NO. 26-001
INVITATION TO BID
BULK FUEL DELIVERY SERVICES

Proposal Deadline:
All proposals must be received no later than 2:00 PM Alaska Time on Friday June 5th, 2026. Proposals will be opened on that date. Evaluation and notice of award will occur within seven (7) days of the opening.

I. INTRODUCTION
Yupiit School District is requesting sealed bids for the purchase and delivery of:
- #1 High Sulfur Heating Oil (HO), per ASTM D396 or latest edition
- Unleaded Gasoline, 89-93 Octane, per ASTM D4814 or latest edition
- Bulk Motor Oil (15W40 conventional)
- Propylene Glycol Heat Transfer Fluid (Intercool P-300)
All products are to be delivered to the Akiachak, Akiak, and Tuluksak school sites by September 30th 2026.
All school locations are in remote, rural Alaska and are not accessible by road. Delivery by barge during the 2026 summer/fall season is critical.

II. SCOPE OF WORK
The successful contractor shall, consistent with industry standards:
- Supply and deliver bulk fuel products to each location
- Handle all transportation, pumping, and transfer into district-owned bulk tanks
- Provide appropriate documentation and certifications

III. INSTRUCTIONS TO BIDDERS
- Use the attached Delivery Location Summary Sheets to submit proposals.
- Photocopies of the sheets are acceptable but must include original signatures and notarization.
- Each summary sheet must clearly show: price per gallon or drum, fixed vs. indexed pricing, and delivery details.
- Include source of supply, lifting location, delivery window, and an example of posted pricing for date of loading.
- Include product specifications for diesel and gasoline.
- Prices must remain firm for 120 days unless otherwise noted in writing.
- The District is not responsible for any cost incurred in preparing a proposal.

IV. BID SUBMISSION
Proposals must include:
- Completed and signed Delivery Location Summary Sheets for each product category
- Fuel product specifications (#1 HO and unleaded gasoline)
- Copy of daily posted prices for date of loading
- Supply source, lifting location, and proposed delivery window

V. CONTRACT TERM
The contract term shall be June 15th, 2026 through April 30, 2027.

VI. BASIS FOR SELECTION
In selecting contractors, the District will consider:
- Price
- Past performance
- Compliance with RFP terms
- Overall best value
The District’s intent is to award all deliveries per product category and location to a single contractor. Bundled or conditional bids (“all or nothing”) will not be accepted.
A proposal may be rejected if:
- The bidder has failed to perform satisfactorily in the past.
- The proposal alters required pricing or contract terms.
- The summary sheets are not properly signed and notarized.
The District reserves the right to waive irregularities and reject any or all proposals.

VII. OPTIONAL INCLUSIONS
Prompt Payment Discounts:
Discounts such as 2% if paid within 15 days after delivery and invoice receipt may be included and will be considered during evaluation. Discounts requiring less than 15 days will not be considered.

VIII. CONFIDENTIALITY
Where permitted by law, the Yupiit School District reserves the right to keep all proposals and terms of final contracts confidential.
